When it comes to picture books, always ensure that the images match the prose content. This is important for two reasons: 1) children will generally be drawn to images more than the text (up to a certain age) and 2) when they do become interested in the text as well, the images will help ground them in a contextual understanding of what is happening in the story.

It is important that children's authors are familiar with the market. Caroline recommends that authors read as much as they can and to be familiar with what books are popular with children currently. Don't try to copy what someone else is doing but do make sure that yours is pitched correctly -- does your prose match the reading age bracket you are aiming for?

Spend a lot of time reading other people's books, to get a real picture of where the market is and to see what's already available. 1001 Children's Books You Must Read Before You Grow Up, edited by Julia Eccleshare, is a really good place to start and points you in lots of good directions.

When you're reading picture books to small children, they're not looking at the text, they're looking at the pictures, therefore it's really important that what's in the pictures matches what's in the text. If you say there are 15 buttons, there have got to be 15 buttons, because they'll be counting them. And you want to have little things in the pictures that are not referenced in the text as well, to amuse them, draw them in and give another dimension to the story.
