Do note that Eugenie claims to take on around one new author a year from slushpile submissions and that most of her new clients come from her approaching them. Many of the authors she represents are personalities in their own right, such as Piers Morgan, so it is likely you will find it tough to catch her attention as a debut writer with no existing high-profile career to make you an attractive client.
